Understand the new Sustainable Tourism Fee (TTS) in Angra dos Reis and Ilha Grande

The Angra dos Reis City Hall announced new adjustments to the Viva Angra – Digital Tourism System (SDT) program, an initiative that will more broadly regulate tourism control in the municipality and in Ilha Grande.

The new rules for the Sustainable Tourism Fee (TTS) will take effect on June 1, 2026 and were defined after meetings between the city hall, TurisAngra, representatives of the tourism trade, and city council members.

The municipality's proposal is to create a more organized model to monitor the flow of visitors, invest in tourism infrastructure, and contribute to the environmental preservation of the region — especially during peak season, when the number of people circulating on Ilha Grande significantly exceeds the local population. 

What changes in practice?

The main change announced is the unification of the tourism fee. Now, tourists visiting both the mainland and the islands will pay a single fee of:

  • R$ 50.00 per person

  • valid for 30 days

According to the City Hall, the change aims to simplify billing and make it easier for visitors to understand. 

According to Rodrigo Gouvea, president of TurisAngra, the value represents approximately R$ 1.66 per day of stay in the city. 


Rules for those embarking from other cities

Another important point involves tourists arriving at the islands of Angra by boats departing from other points, such as Conceição de Jacareí or Mangaratiba.

In these cases:

  • the visitor will pay R$ 50.00 if they prove a minimum two-day stay in legalized accommodation in Angra dos Reis;

  • without this proof, the fee will be R$ 100.00.

According to the city hall, the measure aims to encourage regularized accommodation and strengthen the local economy.


Day use will have promotional rules

Visitors who only take day trips (“day use”) will also have specific rules during the first year of the system's implementation.

Embarking from Angra dos Reis

Those embarking from Santa Luzia Station will pay:

  • R$ 28.00

  • promotional value valid between June 1, 2026 and June 1, 2027

Embarking from another municipality

Day use tourists departing from other cities may pay:

  • R$ 50.00


Who remains exempt from the fee?

Exemptions remain for:

  • residents of Angra dos Reis;

  • relatives up to the second degree of residents;

  • seniors over 60 years old;

  • children up to 12 years old;

  • people with disabilities;

  • registered service providers.

Registration is done through the official Viva Angra portal.

What is Viva Angra?

Viva Angra is the new Digital Tourism System created by the City Hall to control the flow of visitors and gather data on tourism in the municipality.

According to official information, the system will feature:

  • digital TTS issuance;

  • digital ID card for residents;

  • access control at boarding points;

  • public transparency panel with tourism and revenue data. 

The initiative began testing in April 2026 and has undergone constant adjustments since then. 


Why is this fee being created?

The Angra City Hall states that the TTS aims to:

  • improve tourism organization;

  • increase investments in infrastructure;

  • strengthen oversight and public services;

  • contribute to the environmental preservation of sensitive areas, especially on Ilha Grande. 

The proposal also replaces and unifies old fees related to tourism and boarding/disembarking in the municipality.

As Viva Angra and the Sustainable Tourism Fee are still in the initial phase of implementation, the rules are still being widely debated among the city hall, businesses, residents, and representatives of the tourism sector.
